Add sugar.

eg.: To build a filter that matches user with promo X between 1960 and 2002
$uf = new UserFilter(new UFC_And(new UFC_Promo('<=', UserFilter::GRADE_ING, 2002),
                                 new UFC_Promo('>=', UserFilter::GRADE_ING, 1960)))

(UFC = UserFilterCondition).
